Συμβούλιο Ασφαλείας-Δήλωση Προέδρου προς τον Τύπο

Το Συμβούλιο Ασφαλείας κατέληξε χθες το πρωί (29.4.04) στην διάρκεια διαβουλεύσεων σε ομόφωνο κείμενο αναφορικά με τα αποτελέσματα των δημοψηφισμάτων, το οποίο κείμενο όπως συμφωνήθηκε στις διαβουλεύσεις έλαβε τη μορφή προφορικής δήλωσης προς τον Τύπο.
Η δήλωση Τύπου έγινε από τον Πρόεδρο του Συμβουλίου Ασφαλείας Πρέσβη Gunter Pleuger ως ακολουθεί:
“The Security Council takes note of the outcome of the referenda held in Cyprus on 24 April 2004 on the Comprehensive Settlement on the Cyprus problem. The Council respects the outcome of both referenda.

The Security Council shares the Secretary-General’s disappointment that efforts since 1999 to reunify the island have not succeeded and regrets that an extraordinary and historic opportunity to resolve the Cyprus issue has been missed.
The Security Council reiterates its strong support for an overall political settlement in Cyprus.
The Security Council expresses its deep appreciation for the committed and sustained efforts of the Secretary-General and his special Alvaro de Soto in the implementation of the Good Offices mission entrusted by the Security Council.
The Security looks forward to the Secretary General’s forthcoming report in response to which the Council will need to give careful consideration to the implications of the outcome of the referenda.”
Σε ερώτηση γιατί δεν υιοθετήθηκε το αρχικό προσχέδιο ο Γερμανός Πρέσβης είπε:
Pleuger: The Security Council has decided to make this statement through the Presidency that I just gave you.
Σε άλλη ερώτηση αν θα συνεχιστούν οι προσπάθειες για επίλυση του Κυπριακού, ο Πρόεδρος του Συμβουλίου Ασφaλείας είπε:
Pleuger: Well, I think that will depend on the developments on the island that I cannot foresee but we all hope of course that the efforts to reunify the country will not be finished now but will continue at the appropriate time once new efforts seem to be conducive to a success.
Σε άλλη ερώτηση αν ο Γενικός Γραμματέας επιθυμεί συνέχιση των Καλών Υπηρεσιών του ο κ. Pleuger είπε:
Pleuger: I think that the Secretary General has been entrusted with the Good Offices between the two parties and if there is a possibility to take this up again I am pretty sure that the Secretary General will not say no to new endeavors. But he has to decide that of course.
Τέλος ερωτηθείς γιατί το Συμβούλιο Ασφαλείας επέλεξε να εκδώσει μια αδύνατη δήλωση ο Πρόεδρος του Συμβουλίου Ασφαλείας είπε:
Pleuger: I think that none of my statements are too weak.
Ακολούθως ο Πρέσβης Stuart Holliday της Μόνιμης Αντιπροσωπείας των ΗΠΑ έκανε την παρακάτω δήλωση εκ μέρους της χώρας του:
“The United States welcomes the press statement issued today by the members of the Security Council in response to the briefing of the Security Council on April 28th on the referenda held in Cyprus on April 24.
We’d like to reiterate our strong support for the Secretary General and his statement.
We join the Secretary General in regretting the outcome of the Greek Cypriot referendum on April 24, the fact that Cyprus remains divided and militarized as it accedes to the European Union and the benefits of a settlement will not be realized, and the fact that a unique and historic opportunity has been missed.
The Secretary General’s plan is a fair, viable, and carefully balanced compromise that conforms with the long-agreed to parameters of a settlement and with the Security Council’s vision for a settlement. It is unfortunate that a majority of Greek Cypriot voters did not share that assessment.
We share the Secretary-General’s appreciation for the strong backing the plan received from many leaders on Cyprus. In addition, we appreciate the readiness expressed by Greece, Turkey, the EU and the Security Council to back full implementation of a Cyprus settlement in the event that one is reached.”
Εξάλλου, ερωτηθείς ο Αναπληρωτής Μόνιμος Αντιπρόσωπος του Πακιστάν γιατί μετά από όσα ακούστηκαν εκ μέρους του Γ.Γ. του ΟΗΕ χθες στο Συμβούλιο Ασφαλείας το Σ.Α. εξέδωσε μια τόσο χλιαρή δήλωση, ο Πακιστανός Διπλωμάτης είπε ότι το Πακιστάν επιθυμούσε κάτι ισχυρότερο, αλλά το κείμενο αυτό ήταν το αποτέλεσμα συμβιβασμού.
Οι δηλώσεις του Πακιστανού Αναπληρωτή Μονίμου Αντιπροσώπου στα αγγλικά ακολουθούν:
“This is a compromised statement. We had actually proposed a stronger formulation to end the isolation of the Turkish Cypriots but as a compromise we agreed to this language and we find that the earlier language that we had proposed would have sent a positive message to the people of Cyprus and would have contributed to any future efforts of the UN to revive the process. But this is a compromise formulation and you know the Council work through a consultative process.”
Σε παρατήρηση Τούρκου δημοσιογράφου ότι πρόκειται για υποτονικό κείμενο είπε:
“Yes, it is weaker than the earlier language yes.”
Σε ερώτηση αν ο ρόλος του Γενικού Γραμματέα τερματίζεται απάντησε:
“I don’t think that the Secretary General has ruled out the UN role, the future UN role, but at this point in time perhaps it is premature to say as to when the two will be reunited.”
