The European Union funds a wide range of projects and programmes in various areas in order to encourage the participation of interested citizens and organisations in the implementation of its policies.

The EU Competitive Programmes are financed by the EU’s Budget and are aimed at contributing to the implementation of EU policies. The proposals are submitted for approval directly to the European Commission, without the intervention of the Institutions of the Member State, and compete with proposals from all Member states of the EU.

The Co-financed programmes concern programmes co-financed in Cyprus from specific funds of the EU Multiannual Budget (mainly by the European Structural and Investment Funds), which have been allocated to Cyprus and from national sources (national budget). The priority actions which are funded are decided jointly between the EU and Cyprus authorities. The management of these programmes is under the responsibility of the Cyprus authorities, while the European Commission reserves the right to monitor them. In general, the proposals are submitted for approval to the competent authorities of the public or the broader public sector in Cyprus, depending on the Programme.

The Directorate General for European Programmes, Coordination and Development (former Planning Bureau) is the managing authority of the Structural Funds and the Cohesion Fund in Cyprus. The European agricultural development funds are managed by the Department of Agriculture of the Ministry of Agriculture, Natural Resources and the Environment.

The responsibility for funds allocated to Cyprus by the EU for the participation of Cypriot beneficiaries in European education and training programmes, lies with the Foundation for the Management of European Lifelong Learning Programmes.
